Sea turtles generate forward propulsion by moving their front legs in the same manner as birds flap their wings. They change the direction of movement using rear legs as a rudder. Newborn turtles can not control leg movement as well as adults do. A newborn in the video picture is moving four legs haphazardly and are not making nice forward movement.
