This is a larva of a eucestode (order Cyclophyllidea)., whose definitive hosts are presumed to be birds, and whose second intermediate hosts are freshwater fish. The worm is moving its rostellum with two rows of hooks and four suckers, by which it adheres to the intestinal wall of the host.
